Dear Iraqi Architects & Friends,
Salam. I would like to share with you some photographs of the new building for Nainawa Governorate which is now under construction. I think such important and large public buildings, which are paid for by tax-payers and public money, should not be built without the proper procedures followed by most civilized nations. Now I am not going to 'critique' the design, which claims to be based on 'Mosuli' heritage, because I have little informationyet on who designed it etc. But I am tempted to state the following:
First, such large-scale designs should never be commissioned directly to any architect, Iraqi or non-Iraqi, no matter how good he or she is. The proper way to do it is to hold an architectural competition, possibly by invitation to a limited but qualified and experienced architectural firms with the condition that Iraqi architects must be involved. This is our country so why shouldn't we get involved in shaping our own environment?
Second, a number of highly qualified and experienced jury should be appointed and their names declared in advance.
Third, all architectural entries should be made public after the official announcement of the winning design and the public (including architect's unions etc.) should have the right to voice their opinion about the chosen project, which in many cases is not the first winner but even the third or fourth!
If you claim democracy and transparency, then public money must be under public scrutiny. Otherwise, corruption will be the norm, which is exactly what is happening today.
Last, if anyone has any details on this particular building, i.e.who designed it and when and how, what was its design philosophy, if any, how much it costs, etc. I would be grateful to receive such data and even opinions that are contrary to mine.
